Right to Manage

Right to Manage (RTM) is when a group of residents living in council homes choose to manage their homes themselves. This might include things like organising repairs and arranging estate cleaning services. Find out more about the Right to Manage Regulations. 

Steps to manage homes under Right to Manage 

To do this, residents set up a group called a Tenant Management Organisation (TMO).  

Even if a TMO is set up, you will still stay a council tenant or leaseholder. Your rights don’t change. The only change is that the organisation helps manage things for your home.

The National Federation of Tenant Management Organisations (NFTMO) is a national voluntary membership organisation. The main purpose is to facilitate networking and support for TMOs in England. NFTMO represents tenant management co-ops, estate management boards and other forms of TMOs in England.

Leaseholders 

Under The Commonhold and Leasehold Reform Act 2002, the right to manage (RTM) was introduced in 2002 to give leaseholders the ability to manage their properties more actively by taking control of some rights otherwise held by the freeholder.

Right to Transfer 

The Right to Transfer is an option for tenants who wish to explore the benefits of a change of landlord. These regulations were introduced to provide clarity on how transfers from local authority landlords (such as councils) to other social homes should be handled in a fair, consistent, and transparent way.
